Congressman Cory Mills Co-Sponsors Bipartisan FORWARD Act to Empower Veterans and Retirees to Continue Growing Retirement Savings

November 18, 2025

WASHINGTON, D.C. – Congressman Cory Mills (FL-07), a U.S. Army combat veteran and unwavering advocate for America’s service members, is proud to join Representatives Jen Kiggans (R-VA) and in co-sponsoring the Financial Opportunities for Retirees and Warriors Advancing Retirement Development (FORWARD) Act.

Under current law, military retirees and veterans rated 100% disabled are no longer allowed to contribute to their Thrift Savings Plan (TSP) accounts after leaving service—even if they relied on this account as their primary retirement savings tool throughout their careers. The FORWARD Act closes this unfair gap and allows these patriots to continue building financial security.

“This is a common-sense, bipartisan fix that honors our veterans’ continued service by giving them the tools to build a strong financial future,” said Congressman Mills. “Our 100% disabled veterans and military retirees have earned the right to keep contributing to the retirement system they trusted while in uniform. The FORWARD Act is a small but meaningful way to help them continue planning for the future they deserve.”

Key Provisions of the FORWARD Act:

  • Allows military retirees and 100% disabled veterans to continue contributing to their existing TSP accounts after separation from service.
  • Permits contributions using military retirement pay or VA disability compensation.
  • Ensures contributions are voluntary.
  • Requires implementing regulations within 180 days from the Federal Retirement Thrift Investment Board, in coordination with the Departments of Defense and Veterans Affairs.
  • Involves no added cost to taxpayers.

Congressman Mills remains committed to fighting for policies that strengthen the financial well-being of Florida’s veteran community and all who’ve worn the uniform.
